Karen Phillips, TIBS Executive Director said, “Rick will be the first person to serve as president for a second time. He first served as president of the board during the year the organization helped champion the passing of Senate Bill 111 which now grants IB Diploma recipients twenty-four college credit hours at any Texas, public university.”
